Daredevil: Rebirth lays the groundwork for a new team in the Marvel Cinematic Universe, one that will operate in ways the Avengers never did. Season two of the Disney+ series introduced Mr. Charles, a CIA agent played by Matthew Lillard. Charles conspired with Mayor Wilson Fisk, using him to smuggle weapons into America. But Charles also had a higher purpose: superheroes.
When Jessica Jones appeared on the show later that season, she told Matt Murdock that Charles had been trying to recruit her and had been conducting a thorough background check on numerous people with superpowers. She couldn't figure out his purpose, but his connections to Valentina Allegra de Fontaine gave viewers an edge.
The newly minted New Avengers tricked Val at the end of "Thunderbolts," using Project Sentinel as blackmail to force her to follow their orders. Having lost her enhanced pets, Val found herself in a desperate situation. It seems Charles is trying to save her by assembling a new team, perhaps even a live-action version of the Dark Avengers.
Clearly, Charles will need all the help he can get if he plans to challenge the other Avengers teams in the Marvel Cinematic Universe. There are simply too many powers for everyone. However, he's in luck, because the Rebirth series has introduced a new character who will likely pick up the baton: Elektra.
Presumed dead after the end of "The Defenders," she returns in the third season of "Rebirth." While her motives are unclear, it's hard to imagine Charles allowing her to roam freely for the entire season without contacting her. Her skills, allowing her to fight on equal terms with Daredevil and high-ranking members of the Hand, would be a valuable asset to the CIA and its shady dealings.
Elektra's addition to the list of candidates also ensures that Charles will have a full roster. After all, the original Avengers roster consisted of six heroes, so the only way to surpass Iron Man and his team is to recruit at least seven ruthless fighters.
There are already potential members of the Dark Avengers lurking in the Marvel Cinematic Universe.
Luke Cage
Jessica didn't escape unscathed when she refused Charles's offer. Her partner, Luke Cage, with whom she has a child, joined the operative's team in her place. Cage went abroad and took on a job that, by all appearances, didn't particularly excite him.
While it's unlikely that Cage and Charles will ever reach an agreement, their partnership may be far from over. Charles may turn to Cage again in the future and perhaps offer him a leadership position, allowing the street-level hero to follow in the footsteps of his comic book counterpart.
Accurate shot
As soon as Cage returned home, Charles moved on to his next target. Bullseye had reformed in the second season of "Reborn" and began helping the good guys. Even the Governor of New York received a positive visit from the reformed villain.
At some point, Charles gave a presentation to Bullseye, and he agreed to work for him. In the next installment of "Reborn," we'll delve deeper into how this relationship develops and Bullseye's new motivations. He may strive to do the right thing, but he's always been susceptible to suggestion.
Scorpion
After a failed deal in Spider-Man: Homecoming, Mac Gargan found himself behind bars and harboring a grudge against Spider-Man. Although it took him nearly ten years to get another chance to fight the hero, he returns in Spider-Man: New Day with a significant upgrade: the Scorpion suit.
In the original comics, Gargan doesn't remain Scorpion forever. At some point, he encountered the Venom symbiote and joined the Dark Avengers as Spider-Man's replacement. The Marvel Cinematic Universe has the opportunity to transfer the symbiote to Gargan in the film and transform him from a simple, unremarkable villain into something more.
Skaar
Hulk's final appearance in the Marvel Cinematic Universe, She-Hulk: Advocate, saw a major shift in the hero's status. His son, Skaar, was introduced after growing up on Sakaar.
Most likely due to the lukewarm reception of the She-Hulk series, Marvel Studios is hesitant to bring back Skaar. However, he's a perfect fit for the Dark Avengers. In the comics, he was a member of the team, working undercover to expose Norman Osborn's operation from the inside.
Red Hulk
Before the release of Thunderbolts*, many assumed that Thaddeus "Thunderbolt" Ross, one of the men who broke up the Avengers, would reassemble the team. After all, his nickname is close to the team's name. However, the filmmakers decided to omit it, and instead took the team's name from Yelena Belova's childhood soccer team.
But after Ross unleashed the Red Hulk on Washington in Captain America: Brave New World, he found himself in a difficult situation. He didn't want to spend forever in prison, and working with Charles might be his way out.
Punisher
In the Disney+ special "The Punisher: The Final Kill," Frank Castle finds himself at the center of the action when a crime family with a grudge against him turns their full attention on him. After all the bodies are shot, the Punisher decides it's time to become a vigilante, setting aside his own interests.
Frank's sudden change in behavior makes him worthy of collaborating with Spider-Man in "New Day." Marvel Studios could go even further by offering the Punisher a chance to work with a group of like-minded individuals. Sure, he'll have to face some odds, but the job will get done.
